Before you read the numbers

  • A higher rate doesn't always mean a higher bill. The bill is the rate times your taxable value. When values rise, a town can lower its rate and still collect more, and the reverse.
  • Revaluations move rates a lot. In states that revalue on a cycle, a town's rate often drops sharply the year its values are reset. In Connecticut, Massachusetts, New Jersey and North Carolina, we leave out towns whose rate moved by more than 40% for that reason; smaller revaluation moves remain, mostly as decreases.
  • Which rate. Texas: the city's own rate, not the whole bill. Indiana, Iowa and Michigan: the rate in the area served by the school district that shares the place's name, using Michigan's homestead rate. Other states: the general rate each town publishes.
  • Years differ by state, because each state publishes on its own schedule. Each section names the years compared.

How we did this

Every rate is copied from the state agency that publishes it; nothing is estimated. We kept places with at least 10,000 residents in the Census Bureau's 2025 population estimates, so one tiny village's swing doesn't lead the list. Places whose newest rate is still being confirmed are left out. Rankings by state: Indiana, Iowa, Michigan, Texas.
